As St. Louis County Attorney, I will continue to ensure our county remains a safe place to live, raise a family, work, and play.

Having lived in the county for most of my life, I know and appreciate the great quality of life St. Louis County offers. I want to continue to use my experiences, legal expertise, and love of our area to make certain that the county government works for the benefit of all residents by fostering safe, healthy, and thriving communities while supporting efficiency in the expenditure of public funds and the provision of public services. 

By unanimous vote in September 2021, the St. Louis County Board of Commissioners appointed me to fill the position of County Attorney because they recognized I had the enthusiastic ability, desire, and dedication to continue the Office’s longstanding tradition of providing impeccable legal representation and counsel in the county’s criminal, social services, and civil legal matters.

Even though the Office has enjoyed a great deal of success over the years, I believe there is always room for improvement. I will prioritize public safety and good government while pursuing reasonable, evidence-based reforms to enhance the administration of justice in our county and communities.

As St. Louis County Attorney, I believe my role is to ensure the members of the County Attorney’s Office have the support, resources, and training to conduct their work in a way that best accomplishes the office’s main objectives: to cultivate and improve public safety by conducting fair, thoughtful, and vigorous prosecution of crime, to protect and support the provision of services to the county’s vulnerable residents, and to make certain the county’s work is conducted in a well-reasoned and legally sound manner.

Meet Kim

I was born and raised on the Iron Range, graduating from Virginia in 1994. I attended Bethel University in St. Paul, Minnesota, and Lewis & Clark Law School in Portland, Oregon, and attained a Juris Doctor degree and Certificate in Environmental and Natural Resources Law in 2001. I worked at a general practice law firm in Portland for three years before moving back to my home state of Minnesota. I worked at the Fryberger Law Firm and Andresen & Butterworth, P.A., practicing general business and real property law in Duluth before accepting employment with the St. Louis County Attorney’s Office in 2011.

A year after starting at the county, I was promoted to be the Civil Division Head of the County Attorney’s Office. In that role, I carried a full caseload, supervised the other attorneys of the Civil Division, and acted as the first assistant in support of thenCounty Attorney Mark Rubin. Throughout my tenure with the county, I have represented and provided counsel to the County Board, County Administration, the Public Works and Land & Minerals Departments, as well as the county’s Property Management and Purchasing divisions. I have also provided backup coverage for other civil division attorneys and worked with fellow division heads to handle any issues that arose within the County Attorney’s Office.

My legal knowledge, broad experience with county operations and personnel, and demonstrated commitment to the success of the county and the County Attorney’s Office led the County Board to unanimously vote to appoint me to fill the role of County Attorney upon Attorney Rubin’s retirement in September 2021.

In my time as St. Louis County Attorney, I have commenced a number of initiatives aimed at ensuring the St. Louis County Attorney’s Office is better able to deliver its services to the residents of the county, including undertaking a review of office policies to ensure that office practices are up to date, implementing changes to compensation practices to assure the office is able to attract and retain the best talent, and affirming and establishing relationships with law enforcement, justice partners, local leaders, and community groups.

I live in Duluth, Minnesota with my husband, Andy, and two kids, Leo and Hadley. Together, we take full advantage of the wonderful activities Duluth & the county as a whole has to offer, including golf, riding ATVs and snowmobiles, skiing, boating, fishing, and spending time up north at the family cabin. I love living in Duluth, and I am grateful to have been given the opportunity to use my knowledge and expertise for the benefit of the county and its citizens. With your support, I will continue working to ensure St. Louis County is a safe and prosperous place for all.

Kim has served on First Witness Child Advocacy Center Board of Directors since October 2019.  In her role as Board member Kim is responsible for providing support and governance to First Witness.  

As a Board member Kim has demonstrated strong leadership needed to sustain the health of our Child Advocacy Center.  With her knowledge of the legal system, she brings forth questions and perspectives allowing us to make decisions as an organization that are measured, ethical and support the long-term sustainability and integrity of our organization. 

Kim is a role model for other board members in her level of engagement.  When we have needed her leadership on committees she consistently attends prepared with questions and recommendations that are thoughtful and demonstrate her integrity.  As a result of Kim and her colleague’s leadership, our agency has continued to thrive when our community needs us most.
